North Metropolitan TAFE (NMT) conducts skills assessments on behalf of the Department of Local Government, Industry Regulation and Safety's Electrical Licensing Board(opens in a new tab) for permanent residents of Australia.
Permanent residents of Australia who have not yet completed a skills assessment may be eligible to undertake an assessment to confirm their suitability for licensing in an electrical occupation.
This assessment verifies whether you have the skills, qualifications, and relevant work experience required to perform to the standard expected in Australia.
To apply for a TSAR through NMT, you must:
- Reside in Australia as a permanent resident.
- Hold a qualification in an electrical occupation.
Successful applicants will receive a Technical Skills Assessment Record (TSAR).
You can provide your TSAR to Building and Energy as part of the process to obtain a provisional licence, allowing you to work under supervision.

This assessment pathway is available to permanent residents of Australia who hold qualifications in an electrical trade.

Payment for the Technical Skills Assessment is made directly to NMT.
Once your Self-Assessment and Eligibility Check have been received and reviewed, you will be sent a confirmation of acceptance along with a secure payment link.

Eligibility Requirements
To be eligible, applicants must demonstrate verifiable full-time paid employment in their nominated occupation, meeting the following criteria:

* Formal training for is defined as an international qualification that was obtained as a result of study outside Australia and accepted as comparable to at least an AQF Certificate III level for a skilled occupation in Major Group III in ANZSCO.
In addition:
- Applicants must have completed at least 12 months of full-time paid employment in their nominated occupation within the three years prior to application.
- Part-time employment may be considered and will be calculated on a pro rata basis.

Important Information for the TSAR Application Process
This initial step helps applicants confirm that they meet the eligibility and currency requirements for their nominated trade, pathway, and program before making a financial commitment.
Self-Assessment and Eligibility Check: (117 KB) (PDF document) Once you have completed the Self-Assessment and Eligibility Check, and your initial eligibility has been confirmed, you will receive a payment code to proceed with your application.
Applicants must submit verifiable evidence to support their employment history and skills. This may include:
- Statements of service
- Payslips
- Bank statements
- Tax records
Applicants are also required to provide photographs and videos demonstrating their workplace skills and experience. Please refer to the Evidence Checklist (418 KB) (PDF document) for the full documentation requirements.

The Technical Interview is a face-to-face assessment where a qualified assessor evaluates your:
- Trade knowledge
- Practical understanding
- Work experience
During the interview, you will be required to demonstrate your competency by answering questions aligned with:
- The relevant Units of Competency
- The applicable Australian qualification
Assessments are conducted on site at our Balga Campus.
This step is mandatory for applicants seeking assessment as:
- Electrician (General)
Applicants must complete workshop-based practical tasks to demonstrate their trade skills and knowledge.
The purpose of this assessment is to gather evidence confirming that you have the competency required to work safely and effectively in Australia.
Important information
- All assessments are conducted in English.
- Interpreters are not permitted at any stage of the assessment process.
Assessments are conducted on site at our Balga Campus.
Assessment Outcomes
Once you have successfully completed all components of the assessment, you will receive a Technical Skills Assessment Record (TSAR). This record can then be used to apply for a Provisional Electrical Licence through Building and Energy. Please refer to the Licensing page for further information.
If you do not meet the requirements for the Documentary Evidence component of the assessment, you may apply for a review of the decision by emailing tra@nmtafe.wa.edu.au.
At the conclusion of the practical assessments, you will be advised of any components that have not been satisfactorily completed. You may then book a resit for those assessment components. Please refer to the Fees section for information on resit costs.
Eligibility and Documentation Preparation
Review the Eligibility Requirements, Pre-Assessment Checklist, and Documentary Evidence Checklist before submitting your application.
Ensure you have all required documentation ready before applying. Incomplete applications may be declined and/or may result in delays to the assessment process.
To avoid delays or rejection, please ensure all documents are:
- Complete, accurate, and submitted together.
- Provided at the time of application to ensure your application is decision-ready.
Documents not issued in English must include:
- A copy of the original document in its original language; and
- A certified English translation.
You must be able to meet all technical assessment conditions. Failure to do so may result in:
- Withdrawal of your application; and
- Loss of any fees paid.
Assessment conditions include:
- You must be able to travel to the nominated assessment venue.
The applicant is responsible for ensuring that all information provided is accurate, valid, and truthful.
NMT will take reasonable steps to verify all submitted information.
If any information is found to be false, misleading, or fraudulent, your application may be:
- Marked as unsuccessful; and
- Reported to TRA.
Note: Penalties may apply under the Crimes Act 1914 and the Criminal Code Act 1995 for making false or misleading statements, or for providing false or misleading information or documentation.
