TRA Licensing

Licensing for applicants holding and Offshore Technical Skills Record (OTSR) or Technical Skills Assessment Record (TSAR)

Australia has strict safety standards and requirements for licensed occupations. The following information sets out the steps required to get a licence. 

 

Electrical (General)

To work legally as an electrician in WA, you must be licensed by the Department of Local Government, Industry Regulation and Safety (LGIRS) - the official electrical licensing authority.

Before starting work, you’ll need to apply for an Electrical Worker’s Permit through LGIRS.

If you hold an Offshore Technical Skills Record (OTSR) or Technical Skills Assessment Record (TSAR), you are required to:

 

1. Apply to LGIRS

Submit your application for an Electrical Worker’s Permit using the official LGIRS Application Form.

2. Obtain Approval for Gap Training

LGIRS will assess your application and, if approved, issue a letter allowing you to enrol with an Electrical Licensing Board-approved Registered Training Organisation (RTO).

This approval enables you to undertake the required Electrical Trade Licensing Gap Training.

3. Complete Supervised Work

During your gap training, you must work under the supervision of a fully licensed WA electrician to gain local industry experience.

 
To become fully licensed you will need to:
  1. Complete your Electrical Trade Licensing Gap Training
  2. Undertake the required period of supervised employment
  3. Apply for and obtain the Certificate III in Electrotechnology – Electrician
  4. Apply to LGIRS for your Unrestricted WA Electrical Licence (fees apply)

Important Note: An Unrestricted Licences allows you to work as a licensed electrician, but does not permit you to operate as a contractor.

Plumbing

The Department of Local Government, Industry Regulation and Safety (LGIRS) is the official regulator responsible for issuing plumbing licences in Western Australia.

If you’re an overseas‑qualified plumber, you must meet LGIRS requirements before working in the WA plumbing industry.

If you hold an Offshore Technical Skills Record (OTSR) you will need to:

 

1. Apply for a Provisional Tradesperson’s Licence

Submit an application to LGIRS for a Provisional tradesperson’s licence.

This licence allows you to:

  • Work legally in Western Australia
  • Gain hands‑on experience in the Australian plumbing industry
  • Be supervised by a licensed plumbing contractor or tradesperson
2. Complete Gap Training (Within 12 Months)

Once your provisional licence is granted, you must complete Australian context gap training within 12 months.

This includes:

To become fully licensed, you will need to:

  1. Complete your logbook requirements
  2. Successfully complete the 52915WA Course in Migrant Plumbing
  3. Apply to LGIRS for a Tradesperson license (fees apply)

Important Note: A Tradesperson’s Licence allows you to work as a licensed plumber but does not permit you to operate as a contractor. To become a licensed contractor, you will need additional qualifications and further industry experience:
